Conselho Tutelar
In Brasil, the Estatuto da Criança e do Adolescente (ECA) (the law on children and adolescents) formed local committees to enforce childrens rights. These committees, with membership from both government and civil society, hear cases of abuse, abandonment, and violations of human rights. Brazil owes a large part of its recent success with street kids to the Conselhos Tutelares.
